Formal Request to Japan’s Health Minister|Expanded Commitment to the Global Fund and Gavi Urged by Business Coalition

Six Strategic Recommendations to the Government of Japan

The joint appeal outlines six actionable requests directed at the Japanese government:

    Leverage Japan’s advanced research capabilities not only for domestic benefit but also to meet urgent healthcare needs in low- and middle-income countries by supporting globally oriented pharmaceutical and medical innovation.
  2. 2.Promote Japanese Innovation in Global Procurement
    Bolster governmental support frameworks to ensure that innovative Japanese products and services can be effectively integrated into the procurement channels of major global health institutions.
  3. 3)Demonstrate Global Health Leadership at TICAD 9
    Position Japan as a global health champion at TICAD 9 (the 9th Tokyo International Conference on African Development), a Japan-led summit focused on African development and international cooperation, reinforcing its leadership in addressing health challenges across the Global South.
  4. 4)Expand ODA and Mobilize Private Capital
    Increase ODA spending on global health in a strategic and innovation-driven manner, while using ODA to catalyze public-private partnerships and impact investments that mobilize private-sector capital at scale.
  5. 5)Increase Japan’s Role in Global Health Governance
    Collaborate with the Ministry of Foreign Affairs to shape Japan’s response to global health funding calls. Japan should take a proactive stance in replenishing both Gavi and the Global Fund to retain board representation and increase its diplomatic influence in key global institutions.
  6. 6)Promote Unified Health Diplomacy
    Promote a unified, strategic approach to international health engagement through inter-ministerial cooperation and the “Global Health Human Resource Pool,” in line with the Ministry of Health’s Vision for Global Health.
